Man shot by officers on rooftop sues city, police A man who maintains he was unarmed when Milwaukee police officers shot him twice on a rooftop last August has filed a civil rights lawsuit against the city and the police department. The shooting of Jerry Smith Jr. near 29th Street and Wisconsin Avenue was captured on cell phone video by a witness.
